FUGITIVE terrorist mastermind Osama bin Laden is planning to address Americans in a video message to mark the sixth anniversary of the September 11, 2001 terror attacks, according to reports.

Significantly, bin Laden has not appeared in a video message in almost three years and has not put out a new audio message for more than a year.

The Washington-based SITE Institute, which monitors extremist Islamic websites and online jihadist forums, said the al-Qaida leader was planning to release a video statement within days. The SITE Institute said: "The al-Qaida network's media arm announced the video in a notice posted on jihadist forums about 5.15pm (US time)."

US Department of Homeland Security spokesman Russ Knocke said that he could not confirm the existence of a tape and there was no credible information warning of an imminent threat to the US.

But he said increased overseas activity and the terror arrests in Germany reinforced the department's assessment that the US was in a period of increased risk.

A translation of a promotional banner for the planned video release said: "Soon, God willing, a videotape from the lion sheik Osama bin Laden, God preserve him".
